Who is undercutting the ASK?

Looks like retail manipulation to get cheap shares before it takes off again. Price was going up real good after the 30 minute mark until the undercutting started, pushing the price down like it did for quite a while. CEO and others have been tweeting dilution is done and I know from last year that is was really bad, but I haven't seen much in the last few weeks. Still could takeoff like a rocket with any news or tweet from the CEO.
