Congress has been a total sh*tshow this summer
That being said, there are still 3 opportunities for Mitch to insert legislation to legalize CBD in 2020
1) Phase Four Covid-19 Stimulus Bill, which right now is stuck
House came down to $2.2T, Mnuchin came up to $1.5T
But they still aren’t really talking to each other
Now that the House is back in session, there may be more pressure on Pelosi from Dems running in tight races to come down to $1.7T-$1.8T
Since the Senate/Trump has increased their offer from $1T to $1.3T to $1.5T, it feels like the ball is in Pelosi’s court to make the next move
2) Short term Government Funding Bill CR
Pelosi and Mnuchin are supposedly in agreement to do a clean stimulus bill, which would mean no other legislation attached to it
Word is that it would last for 2 months, funding the government thru 11/30
Some feel that a totally clean bill is unlikely and that some additional bills may be attached — if so, this remains a potential vehicle for CBD
3) Long Term Government Funding Bill
This would be due to pass by 11/30 if the CR is a 2-month bill
There will be many legislative attachments to this bill
