Wake the F*up they don't have do this alone, as part of the U.S. government’s response to the COVID-19 pandemic, NIAID is conducting and supporting clinical research. NIAID already have U.S. clinical research sites locations all over the USA. The NIH Coronavirus Prevention Network (CoVPN) will participate in conducting the trial.

“We are continuing to make strong progress in our Phase 3 clinical trial in COVID-19 and with the submission of the Phase 3 study protocol to Advarra, a premier IRB services company in North America, for review and approval, it will enable us to select key clinical sites in the U.S.

IRB approval enable them to select NIAID locations all over the US.
Trial can start IMMEDIATELY. They don't have to make an announcement when the trial start cause it's already set in stone.
