Apparently they have 'scammed' the State of Oregon into buying a quarter million imaginary hand sanitizer. Can't wait for the live car chase on the news when they make their getaway! Or... they are legit and the guy has an old phone... like old old, 90 flip phone old. The newer ones are extremely more useful tools than the older ones I must say.
