in direct opposition to the Chilean Comptroller's previous instructions to Codelco approximately 3 years ago then I point you to page 157 of "Why Governments Waste National Resources" by William Ascher https://www.google.com/books/edition/_/BNN6-zkm5M8C?hl=en&gbpv=1&pg=PA157

Mr Ascher has listed the 3 main tenets underpinning the original foundation and sole purpose for existence in Chilean society and government of Codelco as copied & pasted below:
1. Codelco was authorized to exploit only those copper deposits that were operating or under development at the time of the company's incorporation in 1976. This policy was in force despite the fact that many other areas of Chile are highly prospective for copper. Indeed, Codelco was even prohibited from developing the deposits on land under its formal ownership.

2. Codelco was largely prohibited from diversifying beyond copper mining and processing. The only exceptions to CodeIto's narrow mandate to exploit existing copper deposits have been the Tocopilla power-generation facilities associated with Chuquicamata and a few, largely abortive, efforts to exploit byproducts, such as sulfuric acid production. New legislation may allow Codelco to participate in the development of new deposits, but for more than twenty years Codelco has been confined largely to copper production and sale, leaving exploration, new mine development, and other product development to the private sector.

3. Codelco also has had very little discretion in the use of its surplus, as all profits must be transferred to the government annually. The operations and capital budgets can only proceed with the approval of the Finance Ministry and on occasion have been considerably less than what CodeIco's management wanted.
