Slab, Fidelity blocked OTC or penny stocks that are not current with their filings about a year ago. Prior to that they still had restrictions on OTC stocks but They weren't quite as stringent as they are now. If you own shares in a stock that is not current with their filings and trades on the greys or what ever level pink you can sell them, they'll allow that but not to purchase!
