A Market Maker is a broker with significant capital who is willing to buy and hold a stock to create a stable market, speaks daily with the CEO for guidance, and has to file a 15c2-11 to be approved to act as a MM.
Huge difference, and no MM would touch junk like this.
People sometimes get confused when they see stock in a Broker name. Actually many people who op to NOBO list have their stock held in "Street Name" a term of art for the House.
Additionally any Broker larger than a nickle BD can do proprietary trading in their house account which can buy hold and sell any stock their charter allows, just not with customer money.
