As for buying, it doesn't need to be from another TD account, it can be any shares that are being sold from anyone. You have to call in and ask your broker to set your buy price or match a sell order with the same amount of shares.
For example, if you're trying to buy 500 shares, put them in at 100 @ 20, 100 @ 21, 100 @ 22, 100 @ 23 and 100 @ 24.. or something like that. You may have to do it daily until they get filled.
Good luck finding shares though.
