a form 10 is different than an s-1 registration statement in that it becomes effective automatically 60 days after it is filed. the sec does not approve or disapprove. what it will do is suggest changes or additions. the company would then file a form 10/a. if the company does not address the concerns the form 10 still would become effective after 60 days but if the sec's concerns are not addressed then the company would then be liable to be suspended again for inadequate information.
