The LOI is just another attempt to raise the share price for the noteholders. Why not PR a done deal- they know we're getting restless and figured let's throw them a bone. Anyone who has been around the OTC/pink knows that a LOI is just hot air if/until it is finalized. The carrot, I mean, S-1 is the only thing that matters right now.
