Understood it well. The problem is the "plan" says 100 shares per dollar of debt and would have to be amended to change that. They could do that, but would have to start over. They don't have enough shares left in the A/S to accommodate 1.48B, so they'll either have to raise the A/S up by over 1B shares or do a RS. One or the other.

I swear I’ll never use the phrase “you can’t make this stuff up” ever again after being on the OTC. Apparently you can.
