from what I found and read you are correct that the democrats don't necessarily want it legalized however they do want it decriminalized and then leave it up to the states to legalize it... i think once it's decriminalized that will open the flood gates even more for the states to legalize it.... there is already 3 new states guaranteed to be voting on to legalize it in November with a possible 7 more trying to add it to state ballots... but passing the House is the second step (first one was protecting the banks and the money) in the right direction
