The above is a direct quote from your link. Notice that little word "is" as in "is in the midst of bk proceedings?" Q is for a stock that IS IN THE MIDST.

So where does it say that Q is for a stock that was EVER in bk? Nowhere. In fact, according to that very first phrase I quoted, the Q disappears when the stock is NOT in the midst of bk proceedings.
