I'm not sure your crystal ball is all so clear. OWS could still be a high probability here not all of the slots are filled yet. If I remember right 2 still remain open. Problem is INO was late on the animal studies which is a pre req for OWS. The rest of the companies ran P1 and animal trials Simultaneously. Also those that were selected thus far had released un reviewed P1 results to hype up the stock. INO opted to take the peer reviewed approach (which takes time) and really who can blame them for doing such after the BS lawsuit issues the endured in Feb.
