Sri Lanka gold reserves are low. Possibly a % of the extractions for the government? Would explain the exclusive rights to Ameca. A deal was made of some kind.

Gold Reserves in Sri Lanka decreased to 6.70 Tonnes in the first quarter of 2020 from 19.66 Tonnes in the fourth quarter of 2019.
