They didn’t give out $4 million in cash. They didn’t have that much cash to spend. It’s a consultant fee that is more of a deferred salary/bonus should the company ever be profitable and be able to pay off the debt. Very common with pennies and gives related parties more incentive to turn the company around to a profit.
