No, it is not "already funded." What the "plan" funds is their operating costs (salaries) for maybe a year. They've been seeking funding for the trial for 3 years and have failed. And that's phase 2.

I swear I’ll never use the phrase “you can’t make this stuff up” ever again after being on the OTC. Apparently you can.
