I have never really looked at the details of a shelf offering before. This is actually a good idea.
The benefits are that they don't need to sell them all at once. If they need 5 mil then that is what they sell. With no extra paper work or time waisted. Quick and efficient.
The second thing is that they can chose the best time. If there is a positive run on SP they can sell at peak times.
So let's say there is some good PR and the SP goes up. They might chose to sell 10 mil at the peak of the run.
There is literally no way they will sell 90 mil at todays SP.
Dilution is enevidable but may not be anywhere close to what is being suggested out there.

It will give them 90 mil of cash to draw as and when required. So they intend on being around for a while. Good to hear.
