I think the best solution would be for Elite to return the trimipramine ANDA to Mikah in exchange for the Adderall IR ANDA.

I see no reason why Elite couldn't continue to manufacture trimipramine for Mikah on a cost-plus basis. We would just need to work out the details so it was fair for both companies.

Occam's razor: the simplest solution is most likely the right one.
