The issue is that they still haven't decided a date for the shareholder meeting. The longer the wait, the more cash gets burned that was supposed to go to the spinoff.

Now that I think about it, they're probably better off completing the merger in 2021 in order to avoid having to address going concern issues in the next annual report. After that they'll have to raise more money in order to stay afloat until 2022.
