I was looking up MTA and George Mason to see what it entails. GMU does have a pretty thorough description of the process of what needs to be disclosed and when.

As it relates to the link you posted:

Funding for this research began in May 2020 and will conclude in late August 2020.

The RBL may have started their own research in March with Brilacidin, but it seems the more detailed research started in May. 3 months of preclinical research to get to human trials seems pretty fast
