You're talkin about EMP (electro-magnetic-pulse.) The US military actually has a facility where they test this stuff. The pulse normally occurs when a nuclear weapon is detonated - but the testing facility has a device that creates a weak pulse with a range under 100' without actually detonating a bomb...very interesting. They say if a nuclear bomb was detonated at a high enough altitude, it could knock out the electronics in most if not all of north america....they say it's not a matter of if it will happen, but when. EMP weapons can be as small as a can of soda and are supposedly easy to make.
