Some more research. Commercial biodiesel plants are very chaep to build. Florida is the hub for Bio-diesel, just as KY is the hub for clean coal.

from what i have found out APPI is merging with another company in florida engaged in biodiesel to help fund the cost for florida plant.

KY plant is JIT ( Just in time) plant for Clean coal company.
