That sounds more like a post-regulation term to me, which would fit in with the recent news of the FDA sending its Enforcement Discretion “Regs” for CBD to The White House

Reading in between the lines of this term, one could argue that the FDA has deemed CBD “reasonably safe” for consumption under certain conditions and has therefore “established CBD safety”

Maybe at a certain dose, purity, potency and concentration?

Once “CBD safety is established”, it would logically follow that “establishing surveillance of CBD safety” should be the next step

Surveillance would be needed to make sure the marketplace was not violating any regulations put in place to ensure the safety of CBD Products
