they are trying to see if dumb money will dump on bid to fill the gap. doesn't need to be filled though. mechanics at work here are calling for $1+. you don't get to $1 if you are dumping at .25. cdel and cfgn seem resolute in not selling below .25. so, any money unloading at bid right now doesn't need to be in the penny market, because they don't now what they are doing.
