CBD isn't supposed to make you high. It is a pain reliever, and it works. People that don't have a pain problem probably won't notice any effect. Like taking aspirin when you don't have an ache...but for those with severe pain issues, it is a lifesaver. It is legal most places BECAUSE it doesn't affect judgement or driving skills.
It is THC that makes people high, and only a few states have legalized that.
