My (probably over optimistic) theory is that they don't want to specifically say Lenzilumab/Humanigen until we are listed on a more reputable exchange and interim phase 3 trial data released to the public.

Could it be possible they are just thinking about the narrative of how will it make the NIH look if they have initiated & backed a trial with "Parma bro's" old company that is listed on the OTC market and they have no trial data other than a 12 patient study to back up the drugs efficacy? A main talking point of Fauci is that they are not cutting corners with these trials, I think they are just getting their ducks in a row before this hits the papers.

The other possibility is that humanigen is entirely fake and everything they are releasing is fake, haha. That's the chance you take when investing on the OTC, but I think this boards research suggest we are past that.
