They holding it back... CDEL gonna get burned-huh???_LOL

CDEL is a MM. They hold no position of its own. CDEL is selling shares owned by either retail or one of the 3rd parties who previously bought shares at 0.005 in a private placement. If the later the 3rd party is not getting burned for selling at 3X they bought it for. Neither is CDEL getting burned as they collect their fee for handling the selling.
