Yes, but DK has to pay casino companies (including PENN) a percentage to get access to certain states for a certain number of years. PENN is already in those states and has skins and infrastructure that DK will never have. DK has to rely on companies to make a deal with them to get a skin, PENN does not. PENNs current deal with DK is for 10 years. They could easily cancel after that and cut out their competition from certain states.
