So what we wind up with is this muddling/lurching pandemic--like "plan", with a bunch of starts and stops as legal roadblocks get thrown in along the way.
With a normal WH, settlement would have already taken place. I think that is the lens through which ACG and Rosner are looking through this. But this is no normal administration.....despite their stated efforts toward release from conservatorship.....they only know a strategy of court fighting while they can. To that end, I dont see a settlement in the works before the election.
I think this gets fought out and won or lost in the courts......and the highest court.
