There is such a high number of available patients that I think the fda would label it as a phase 3 and eua since there is a history of B in past, non covid trials. That allows them to study it as they do most drugs. Heck, Moderna is enrolling 30K patients in the USA- with 2 injections per patient, one on day 1 then the second 29 days later. They administered the 1st patient with the drug this morning. I'll bet they reach enrollment in less than 6 weeks. The total enrollment target(30K) could theoretically be filled in a half day in the US based upon recent new cases.

Moderna's completion date is in late October, 2022- imo, the fda for the first time in a long time recognizes the urgency of a quick response (the opioid issue excluded)and wants confirmation of safety.
