I spent a year & a half in Taiwan. They have over 23 million people and very densely populated. Masks are a part of their culture. If the winds are from the West (China), they wear a mask. If they have a cold or just don't feel well, they wear a mask.
Taiwan isn't part of the WHO but I was just told by a friend still living there that they've only had 7 deaths related to COVID. People travel in & out from China daily so I'd say masks play a vital role.
