IF the SEC had not been satisfied with the main issues in their review, my sense is that that the company would not have received the green light to file the PRE 14a.

If Mr D is right, they may have been too ambitious in the timetable they set for the meeting. If there is more to it than "administrative stuff" we will have to wait to find out.
