Mostly they don't. but they are authorized to if it meets their missions (pharms for pandemics, bioterrorism, etc.). Since I answered your post I have bounced around considerably and have found no mention directly or indirectly of IPIX. I will check with a bud, to make sure I am not missing any process ques. But, as noted, nada. It is quite possible that whatever federal related grants processes there are, are midstream, and not appearing as yet.
