Same thing happened to me on a smaller scale, I bought 30k shares around .28 to .29. I bought them in 10k bundles and each time it took over a minute to fill and it was several different purchases to add up to the 10k. TD charges the $5.95 fee every single time it bites off a chunk of the order. Seems shares are harder to get.
