(IMO), Those little or partial fills are designed to snag new orders to be filled, but only later, the purchaser cancels because the price either moved away from their buy price, or shares only become available at a higher price.

Either way, the broker still got the commission(s), and the purchaser never gets their complete order filled because the price moved away from their bid price, and the purchaser chases after the stock, up or down in price.

(MM's are supposed to make the best purchase price for their clients. So therefor, one's order can be filled at a lower price than one bids.)

I could never prove this, but I feel it has happened to me many times before. That is why I stated earlier, at some point, one will only get filled if they order at the market price. From my past experiences, this could be another sign that shares to be had, are real tight.
