"A favorable prospect for the Lopezobrador government, which has insistently advocated the importance of austerity, is that it will not have to pay a single peso, according to a document explaining the project published by Mirage.
"At the end of the agreement - about which no date has yet been offered - all the infrastructure will be returned to the government at no cost to the federal government," Mirage said in his document.
The work will have the capacity to transport six million barrels of oil a day and store the equivalent of 20 million barrels in total."
