Well, that question can be looked at in a few different ways such as “Which market makers typically hold the most amount of shares that they can eventually sell to slow a run down?” or “What market makers are known for being the biggest diluters of a stock therefor not allowing the stock price to move up at all when they are planted on the high ask?”
I didn't know people actually purposely try to hold the stock down. I always thought it was good thing for a stock to go up. I didn't know this was a stupid game.
