I believe the coins are deducted from your account permanently when you plus someone. Then the recipient can remove them at any time if they care to.

Else, why would the site duplicate coins all the time. Perhaps I'm confusing the syntax again.

There are people actively trying to transfer pluscoin to other venues. Or so they say.
