Right. My understanding is:

SEC authorizes, say, 100 shares to a company (A/S).

Said company restricts 51 shares for majority control and 9 for company benefits (RESTRICTED SHARES).

20 shares are publicly owned by retailers (O/S).

20 shares still available for purchase (FLOAT).
