He is trying for RMLS, KTDR and ONFA, which are dark but have also never traded. I'm not sure how, it was my understanding that you had to be a shareholder to apply for custodianship, but it's possible they could have more value, than some old POS ticker that had one or more p&d's over the years.
I actually think he could have got more for GHAR, $225K for 95% is a good price, and on the lower end of what new issues go for....of course not as good as $45K, that's a complete steal, seller must have been desperate to upload for that price.
