There have been numerous guests on CSPAN since the war that have been to Lebanon and have stated that the majority of the money is being used to rebuild infrastructure and civilians houses.

This is much like the Tsunami relief provided by various countries.

The best source of information comes from people who have actually been to Lebanon and helped.

Good examples are the International Red Cross and Unicef.
