First...Barda, on new applicant, would not award $400M on first shot. But...it would though give Grant money with proper structure for performance and success outlined...and increase to mega-numbers when proving out the thesis...IPIX can coordinate internally and duplicate BP...meaning through the use of proven sub-contractors lined up, trial site committed, product production lined up or purchased etc. Barda can be satisfied. Better and more experienced expertise can be "bought" to run the show, then can generally provided by small biotech...so very likely it would be set up with all ducks lines up...without huge capital outlay or long terms commitments to a structure, and

Secondly, IPIX can do the same via BP partnership...its always another option.
