having the capability isn't the same as proving you can...it isn't the same as having the ABILITY to produce...

you can talk about having the infrastructure to produce, the desire to produce, the intentions of producing....but until you ACTUALLY PRODUCE, there is no PROOF that you can...

this particularly holds true when one has already attempted to produce, and failed...

it makes no sense at all to fail to produce and then insist that you can and all you need now is customers to sign contracts....lol
