Congressional Research ServiceSUMMARYNavy Large Unmanned Surface and Undersea Vehicles: Background and Issues for CongressThe Navy in FY2021 and beyond wants to develop and procure three types of large unmanned vehicles (UVs). These large UVs are called Large Unmanned Surface Vehicles (LUSVs), Medium UnmannedSurface Vehicles (MUSVs), and Extra-Large Unmanned Undersea Vehicles (XLUUVs). The Navy is requesting $579.9million in FY2021research and development funding for these large UVs and their enabling technologies.

As shown in Figure 4, the Navy has identified five key enabling groups of technologies for its USV and UUV programs.16Given limitations on underwater communications (most radio-frequency electromagnetic waves do not travel far underwater), technologies for autonomous operations (such as artificial intelligence) will be particularly important for the XLUUV program(and other UUV programs).17
