But unless he is dissembling to the CATO Institute ( We have seen in the past that Calabria likes to tailor his comments to the parties he is talking to), he made it extremely clear that it is up to the GSE's to make ALL of their own capital raise calls by his statement......"It is up to the GSE's themselves to make the calls on how to raise their own capital". (Along with the acknowledgement that he also currently retains the power to place them in receivorship, although clearly not the desired outcome).

Perhaps to clarify the situation, the CATO Institute should have followed up with the question......."At what exact point are the GSE's going to be in the position to make their own capital raise calls?"
