Even though we are in an age of online trading MMs are still relevant to trading even on "penny stocks" as they provide liquidity, and smoothness to the position being traded. To even become registered on the OTC you must be sponsored by a MM, so to say MMs have no correlation to price fluctuations on a penny stock isnt neccesarily true.
