almost forgot but VA hospitals and University of Texas at El Paso (UTEP) are mentioned in that document as well.

That only talks about Premier Biomedical, Inc and nothing about this scam. Most likely they paid some journalism student $25 to write an article that may or may not be factual and the article says nothing about Covid. It sure doesn't mention anything about the VA but it does state that UTEP is working with DoD and the Army while nothing about Premier or Halberd.
