My take on the NY Times article is based on this quote (underline mine):

The agency said it would no longer accept proposals involving “immunomodulators or therapeutics targeting lung repair. This area of interest is suspended until further notice.”


B is not, in my opinion, this type of therapeutic. I don't see any reason for denying funding.
