If you short $20,000 worth at 3.60, you would short 20,000/3.60 = 5,555 shares.

Stock drops to 0.15, you cover the short (buy back) the 5,555, shares at 0.15 = 5,555 * 0.15 = $833

So you make 20,000 - 833 = $ 19,167
